Our client is seeking an experienced Project HSE Specialist to ensure effective implementation of health, safety and environmental standards throughout the execution of construction and energy projects.

The role requires a strong on-site presence, close collaboration with EPC contractors and subcontractors, proactive risk management, practical safety training and the development of a positive safety culture.

We are looking for a hands-on professional who goes beyond procedural compliance, actively identifies and prevents risks, and builds effective working relationships with site teams.

Key Responsibilities

What You Will Be Responsible For

Contractor Management, Mobilization & Inductions

  • Engage EPC contractors and subcontractors from the earliest project stages, integrating HSE requirements into mobilization and execution.
  • Review contractor HSE plans, personnel competencies and site organization before work begins.
  • Coordinate with TSO/DSO teams to ensure safety during grid connection and energization activities.
  • Conduct site HSE inductions for new workers, visitors and subcontractors.
  • Deliver regular, practical Toolbox Talks focused on actual site risks and meaningful worker engagement.

Risk Assessment & Safe Systems of Work

  • Review and approve Risk Assessments and Method Statements (RAMS) before work starts.
  • Verify that approved methods and control measures are followed on site, stopping unsafe work when necessary.
  • Maintain effective Permit-to-Work systems for high-risk activities.
  • Oversee safety controls for working at height, excavation, lifting operations, electrical isolation and confined-space activities.

Site Presence & Safety Leadership

  • Conduct regular site inspections and safety walks.
  • Document findings and track corrective actions through to closure.
  • Build trust with site teams and encourage proactive near-miss reporting.
  • Monitor site housekeeping, environmental controls and emergency preparedness.

Incident Response & Investigation

  • Lead or support investigations of workplace incidents.
  • Identify root causes and define appropriate corrective actions.
  • Follow up on the effective implementation of preventive and corrective measures.
  • Ensure accurate and timely internal and regulatory reporting.
Experience & Qualifications

What We Are Looking For

Education & Professional Background

  • Bachelor’s degree or higher in Health & Safety, Sustainability, Environmental Engineering, Renewable Energy or another relevant technical discipline.
  • At least 5 years of hands-on construction HSE experience.
  • A recognized HSE qualification such as NEBOSH Construction/General Certificate, IOSH Managing Safely or an equivalent certification.
  • Experience in wind energy construction projects is a strong advantage, although renewable energy experience is not mandatory.

Technical Knowledge & Additional Requirements

  • Sound understanding of electrical safety fundamentals, including LOTO and isolation verification.
  • Familiarity with high-risk activities such as lifting operations and working at height.
  • Fluent English and either Bulgarian or Romanian.
  • Valid Category B driving licence and willingness to travel by car as part of the role.
Personal Qualities

Practical Expertise. Strong Safety Leadership.

We are looking for a confident, proactive and approachable HSE professional who communicates effectively with contractors, site personnel and project stakeholders.

The successful candidate will be comfortable making independent safety decisions, challenging unsafe practices and exercising stop-work authority whenever conditions are unsafe or do not comply with approved procedures.
