The PEO Service

What Horizons Bulgaria’s PEO service includes

Full employment administration

We prepare the full set of documents — Employment Contract, Job Description, and Declarations. We collect documents required by law for the employee’s file and register employment with the National Insurance Institute and Revenue Agency.

Employees are hired under temporary employment conditions. The temporary employment contract is equivalent to permanent, according to the National Labor Code of Bulgaria.

EOR business requirements

One key requirement for an EOR in Bulgaria is active Employer Responsibility insurance — protecting against potential liabilities including unpaid salaries and compensations.

Businesses should engage a licensed and reputable Employment Organization to ensure compliance with local regulations and protect the rights of both the hiring organization and temporary employees.

Recruitment first — EOR does not include recruitment. We recruit the right professionals for your team before starting the hiring procedure.

Sign an MS EOR agreement with Horizons Bulgaria.

Sign an Annex for each employee’s individual employment conditions.

Review and accept payment conditions — payments are always made in advance.

EOR commission is based on the Total Monthly Employer Cost.
