Start with the terminology

Not every outsourced HR model is EOR

EOR, PEO, staff leasing, payroll outsourcing and outsourcing are sometimes grouped together, but they are not interchangeable. The correct structure depends on the permitted local model and the responsibilities each party assumes.

Employer of Record

The EOR is the formal local employer under the agreed arrangement and administers the employment contract, payroll and defined HR obligations. The client normally directs the employee’s daily work.

This route is commonly considered when the client does not have its own employing entity in the country.

Professional Employer Organization

PEO commonly describes outsourced payroll, benefits and HR support delivered alongside a client that already has a local entity or employment relationship. In some markets the term is associated with co-employment.

Terminology differs between jurisdictions, so the actual contract and local operating model must be reviewed.

Choose by business need

Which workforce route should you assess?

Begin with the outcome you need. A provider should then confirm whether that route is available and appropriate for the employee, role, duration and country.

EOR

Hire without a local entity

Assess Employer of Record when you need a local employment route while testing a market, hiring a small team or supporting remote employees.

What the other terms usually mean

The commercial name alone is not enough. Confirm who employs the people, who supervises them, what output is purchased and which party carries each responsibility.

STAFF LEASING

Temporary staffing

A permitted temporary-employment provider assigns workers to a user undertaking for an agreed period or need. The applicable conditions, duration and responsibilities depend on local rules and the assignment.

PAYROLL

Payroll outsourcing

A specialist calculates payroll and supports filings or reports, but the client company generally remains the employer. Payroll outsourcing alone does not create an EOR relationship.

OUTSTAFFING

External employment arrangement

Outstaffing is a broad commercial term often used when personnel are employed by one organization but work under another company’s operational direction. Its legal meaning varies and must be translated into a permitted local structure.

OUTSOURCING

Business-process outsourcing

The client purchases a managed service or defined output rather than directing individual employees. The supplier organizes how the service is delivered and remains responsible for its own team.

CONTRACTOR

Independent services

A genuine independent contractor provides services under a commercial arrangement. This is not employment and should not be used where the working relationship has the characteristics of an employee relationship.

RECRUITMENT

Direct employment by the client

A recruitment agency finds and assesses the candidate, but the client company signs the employment contract. This normally requires the client to have an appropriate local employing entity.

Decision checklist

Define the structure before comparing prices

A low headline fee can hide a mismatch between the commercial label and the actual legal or operational requirement. Confirm the employment and service design first.

FAQ

EOR and workforce model questions

The terminology varies across markets. Always assess the proposed contract, employing entity and responsibility split—not only the service name.

Are PEO and EOR the same service?

Not necessarily. In common international usage, EOR means that the provider is the formal local employer, while PEO often describes outsourced HR support or a co-employment arrangement involving a client with its own local entity. Usage varies by jurisdiction.

Is staff leasing another name for EOR?

The terms may overlap commercially, but they are not automatically identical. Staff leasing or temporary employment may be subject to specific local rules concerning provider status, assignments and responsibilities.

Does payroll outsourcing make the payroll provider the employer?

No. A payroll provider can calculate salaries and support reporting while the client remains the legal employer. Becoming the formal employer requires a different employment structure and agreement.

What is the difference between EOR and outsourcing?

With EOR, individuals normally work under the client’s operational direction while the EOR manages the formal local employment. With business-process outsourcing, the client purchases a managed service or output and the supplier controls delivery through its own team.

Can recruitment be combined with EOR?

Yes. Horizons® can support candidate search and selection before the selected professional is onboarded through an appropriate EOR arrangement, subject to the agreed scope and local requirements.

How do I choose the right model in Bulgaria?

Start with your entity position, required duration, management model, number of people and the work they will perform. Horizons® can review the requirement and recommend which routes should be assessed.
