What is the EU Blue Card?
The EU Blue Card is a residence and work permit for highly skilled non-EU citizens. In Bulgaria it allows:
Employment in a position requiring higher education or specialized skills
Residence for up to 4 years (renewable)
Family reunification with simplified conditions
Mobility within other EU countries after 18 months
Who can apply?
Non-EU/EEA/Swiss citizen
Employment contract or job offer for at least 12 months
University degree — minimum 3 years of higher education
Position requiring highly qualified workers
Salary threshold — 1.5 times the average gross salary in Bulgaria

Application procedure
Employment Agency
Employer applies to the National Employment Agency for permission to hire a non-EU national.
Migration Directorate
Applicant or employer submits all documents to the Migration Directorate for review.
Processing
Authorities review the case. Processing time: 2–3 months.
Visa D
If abroad — obtain Visa D (Type D) from a Bulgarian consulate before entry.
Blue Card issued
Receive your Blue Card residence permit — valid up to 4 years, renewable.
